IEBC to conduct second results transmission simulation at Bomas - KBC

The Independent Electoral and Boundaries Commission (IEBC) is this afternoon set to conduct the second simulation exercise of the Result Transmission System (RTS).

The mock exercise will be conducted at the national tallying centre in Bomas of Kenya as per the law which requires the commission to test and simulate the system 60 days before elections.

The first simulation was conducted on June 9, where 2,900 of the 46,232 polling stations were sampled.

During the exercise, it was revealed that 1, 111 polling stations were without 3G or 4G mobile telephone network coverage with the commission pledging to deploy satellite modems in the affected areas.

“We will have over 46,000 polling stations and for the Simulation exercise, we have sampled 2,900 stations. Each form being transmitted can be traced to a polling station and is encrypted. We are also testing 6 satellite modems in areas without 3G network as part of the simulation exercise” Chebukati said.

The commission said it was working closely with the Communications Authority of Kenya (CA) and the service providers to address any technical glitches adding that the process will be open to the public.

To avoid delays witnessed in the last election, IEBC said the RTS system had been strengthened by setting up faster connectivity and better servers.

He further out the interference of telecommunication infrastructure noting that the telecommunications company would provide a secure conduit for the transmission of the encrypted results.

This is how the electronic results of the August 9 election will be transmitted.

The presiding officer of the polling station will send the results using the RTS application to the BackOffice application which will process the information and simultaneously relay the same to the returning officer and the tallying centres.

The public will be able to watch live streams of results on the big screens set up by IEBC.

The results will be published on the public portal as they are received.

It is a system for transmitting provisional results electronically to an observation centre.

At the end of voting and when votes have been counted and tallied, the Presiding Officers (Pos) enter the data on the signed results sheet into a specially configured mobile phones and transmits the results simultaneous to the election results centres at the constituency, county and national level.
